If you mean in safari, it is now in the develop menu under develop>Empty Caches. You can enable the develop menu in the safari preferences.
Safari > Develop menu > Empty Caches
You must first enable the Develop menu in Safari Preferences.

Look for a update for OnyX for 10.8 on MacUpdate.com, it does more cache cleaning than your simple browser does.
Just an FYI.....
When the history is cleared, the cache is cleared as well. The favicons also go as a result of that process.
