Is it possible th Download an ebook on a windows 7 computer and transfer to a 3rd gen iPad? I have tried w/o success.

Download from what site ? If ibooks from Apple then yes, you can sync them to the iPad's iBooks app via the Books tab on your computer's iTunes - you should also be able to sync digital rights free epub books to iBooks via the same route.

If the ebooks have digital rights on them (which most recent books will) then does the site where you got them from have their own app ?

Locate the ebooks you want and download them. A great source for free classic literature in the ebook format is Project Gutenberg, which offers over 100,000 public domain ebooks.
Once you’ve downloaded the book, find it on your hard drive.
Drag the ebook file to the tray at the left hand of the iTunes window. Aiming for the "Books" icon will do you well, though the whole section will work, too. This will automatically add the ebook to your iTunes library. Click the Book menu to make sure this has happened.
Sync your iPad. Depending on your sync settings, it the ebook may automatically be added to your iPad. If not, you may have to go to the "Books" tab in the iPad management screen and check the box next to the new book.
Once the ebook is synced to your iPad, read it by going to the iBooks app and tapping on the icon for the new book on the bookshelf.

Or you can install the Kindle iPhone/iPad app and then purchase ebooks

from say Amazon in Kindle format....works a treat

Amazon downloads to the device you have nominated

I am downloading from library using adobe digital cut want to transfer to my iPad to allow myself more than the 2 wk checkout period to complete the reading. I have ade on both devices

IIRC there is an windows app which manages the whole process

when I set up a similar system for a neighbour

The local library gave clear instructions on the process and it worked

or do you mean itunes library if so I doubt you can because of licensing

issues ie only to be used on one device ,the PC.

Try to be a little more spoecific and may be some one can help

rather than guess your set up
