Hard reset 6th gen nano?
Bought a 6th gen nano touch at a pawn shop, won't connect to computer (win7) or iTunes. Figure it's previous owner data locked, anyway to hard reset without using iTunes?

What have you tried so far in terms of troubleshooting this issue? Are you plugging the iPod into a high powered USB 2.0 port on the back of your PC? Have you tried a different USB cable?
What happens if you try to reset the device with it still connected to the PC?
Have you carefully worked through each and every single suggestion in this Apple support document?

Yes I plugged into a USB 2.0 port, it charged the iPod which was great. Did not pop up in either windows or iTunes, tried a different cable no difference. Tried the 5R's no change, reset while connected no change. Gone throught the support doc as well, actually missed installing quicktime, but have done the rest including reinstalling Itunes. Still no change, does not even show in device manager as unrecognized device.
How did you try all the 5 R's if the Nano doesn't show up in iTunes to allow for the restore?
Does the iPod appear in Device Manager when you plug it in? To access Device Manager, click Start, right->click on Computer and choose Manage. The select Device Manager in the left hand pane when the window comes up.

I sit corrected, the restore nano step is indeed redundant as it does and has not showed up in Device Manager either as an iPod and/or malfunctioning or unrecognized device. Could the first owner have locked in their settings from it's first use?
No. That's not possible.
I'm not sure how i understand that the restore is redudant?
If the device is not showing in iTunes, that could point to a damaged USB cable, a bad USB port or ports, or a faulty dock connector on the iPod itself. You have already ruled out the first two, so that only leaves the third. What happens if you connected it to another PC? Is it recognized properly by that PC or Mac?
