Unable to connect to internet when in 4g with 4s with full signal

I have a 64gb 4s and I am unable to use any data services in certain locations as it seems to get stuck in the 4G mode. Meanwhile I have a 4 which is able to use 3G all day with no problems. I contacted ATT and they explained that it was a known issue as Apple removed the ability to turn off 4g and stay with only 3G on the 4s. As of right now I can't use my phone for data unless I am out of town. I live in Cincinnati. The problem occurs most frequently down at the airports, ballparks, downtown, malls (even at the apple store), etc. Does anyone know how to turn off 4G another way on a 4S?
