yes it is no
i was setup my new replacement ipad and some how the os stop work and now it`s in
iPad 2
If the iPad isn't responding then try a reset and see if it works when it's restarted : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.
To change the language go into Settings > General > International > Languages - if you don't understand the language that is currently being used then see this page.
