Q: I have an iPad 3rd gen. A carrier settings update notification has appeared on my screen, and it doesn't do anything when I press either 'update' or 'not now' . Because the notification is still there, I am unable to use any apps or shut it down.

Have you tried a reset by pressing and holding the sleep/wake button and the home button for 20 seconds (maybe longer) until the Apple logo appears, ignore the red slider.  Then turn back on. You won't lose any data doing the reset.
