Even though I have the reopen windows when logging in checked, the finder windows do not reopen upon login or restart.
I've run first aid and repaired permissions also.

Well it's working now. For some reason after my wife logged into her account for the first time it now works.

Seems to be kind of hit and miss on this as sometimes when I log in the window is there and others it is not.
I figure it probably has something to do with a startup for an application but have not figured it out yet.
The following terminal command seems to have resolved my problem.
defaults write com.apple.finder NSQuitAlwaysKeepsWindows -bool true
