Which community supports Israel? Where can I buy Apple Apps, I live in Israel?

The Apple Support Communities are an international user to user technical support forum. As a man from Mexico my first language is Spanish. I do not speak English, however I do write in English with the aid of the Mac OS X spelling and grammar checks. I also live in a culture perhaps very very different from your own. You cannot make purchases on the Apple US website from outside of the US unless you have a US bank card with a US billing address, as well as, a US shipping address. Apple does not make international sales and will not ship a product to an address that Apple knows or believes is a shipping forwarder company. By US law Apple products are embargoed against shipping to certain countries on a list from the US state department and shipping to forwarders may unintentionally violate that law.

Are trying to access the Israeli App Store on the iPad?

Go to the App Store on the iPad. Swipe to the bottom of the screen and tap on your Apple ID in the lower left corner. Then tap "View Apple ID". Enter your password. Then go down to Country/Region and change the store in there.

As Dah*veed stated, you have to have a credit card with a billing address for that credit card in Israel in order to use that store.
