iPad 2 with wi-fi + 3G come with a micro sim installed but no carrier plan.

If you have an AT&T version of iPad a micro sim comes pre-installed.

If you have an Verizon version of iPad has no micro sim and doesn't use one.

You can subscribe to a data plan at any time by going to settings > Cellular Data > tap on view account which will turn cellular data on and then you will be able to select from 1 of 3 data plans.

If it is a CDMA iPAd (At&T) it does.

If it is Verizon, it doesn't.
