The problem is -- you are in Migration Assistant and it has both machines essentially locked. I quit the process, called Apple support, and was told to just hit the "Cancel" button when asked for a com.apple.smig keychain password. That's what I did and most of my stuff transferred -- missing just a few settings that have been only a minor headache to redo.
To my question "What is com.apple.smig?" there was no answer.
