alright, so since there isn't any good answers here i'll supply my solution. first a little background info.

I have been having the same problem as you, I couldn't download an app without it taking me to a screen telling me I need to answer some security questions (that I forgot), so I went to appleid.apple.com and logged in then I proceeded to go-to password/security. when i got there it said i needed to answer security questions yet there were no questions to answer (***, lol..) and under that there was a link to reset them, so i followed the link and followed the steps that would reset them. i then went to purchase an app then it brought up my old questions. i was annoyed at that point and emailed a support person from apple who was less that useless. i then did a little research and found a sentence that made it all clear.

READ THIS IS YOU WANT TO KNOW WHAT TO DO:

go-to: appleid.apple.com - click manage account - login - click the password/security button.

now set a RESCUE EMAIL! it cannot be the same as your primary appleid one.

verify your email by following all necessary steps then reset your security questions using the email.

(i forgot the exact steps) then you can buy apps and **** again. it will say you need to confirm info again, this time it brought me to appleid.apple.com, so i logged in and changed my questions and answers to what i set them to just before then saved. log out then try to buy again, this time it should bring up what everyone is used to, the two questions that we forgot (now we know because we reset them).. enter knew answers and your good to go.

so sorry for all the writing, i've been so bad at getting my ideas across lately...

well so i have the same problem i went and sprung for the iphone 4s well its been such a long time since i used itunes and well i have now been locked out 3 times on my itunes acount i called the 1800 number sat on hold for 2 hours to talk to someone after being told there was a advisor i can talk to about my problem so while on hole my wife facetimed me and i lost the call then i called back they said that the security team is all on line and there isnt a person i can talk to short story i got explicit and hung up so i went thru the steps to reset my security questions with no luck because in order to reset them guess what you have to use the same very same questions i ahd forgot the answers to now i am waiting on a probably automated message from apple to reset the answers to my questions

but im furious i am tired of dealing with computers why cant apple just have someone to talk to my bank does and so does every othere 1800 number if you forget your password or answers

so anyone have any solution i cannot buy any itunes stuff and i just want to simply add a couple ringtones to my iphone because the factory so called ringtones suck *** and arent loud enaugh to wake me up in the morning or let me know when my boss is calling me any ideas or anyone had the same problem

also i before i was locked out could purchase itune stuff on my laptop which my wife did something to to get it to work but i tried my iphone with no success as i locked my self out so to speak because of a few simple security questions i set up over a year ago

You can contact the Account Security team by following these steps:

Please navigate to:

https://expresslane.apple.com/

Choose:

iTunes > iTunes Store

Then for Topic choose

Account Management > Lost or Forgotten Apple ID password (any concerns regarding security questions also fall under this category)

Choose Continue

You will be given the options to Talk to Apple Support Now or Call Apple Support Later, please choose the option that works best for you. If the hold time is long, you might only have the option to talk with them later.

If outside the US or Canada, and your country has Apple Phone Support, you must call and ask for The Account Security Team. They will then ask some secuirty questions. If resetting your Security Questions, you must have a Credit Card on file so they can reset your Password First, then they can help reset your secuirty questions.
