I have upgraded to Mountain Lion, but I forgot to switch off all Lion Server services before upgrading. Now Lion Server cannot be started under Mountain Lion, and I don't want to upgrade it. Is it safe to just delete Server.app? Or maybe are service still running in the background, and I need to do something more complex?

Any Server software under 10.7 will not run in 10.8, the folder structure and application is entirely different. You will need to buy the new Server.app that runs in 10.8. which has a whole lotta new features.

@Gnarlodius is correct. Check the Documentation section HERE for details on how to upgrade OS X Server on Mountain Lion.
If you don't want to upgrade to Mountain Lion Server, you're only other option is to completely erase your OS volume and reinstall Lion; then Lion Server. Or if you don't want to run Server any longer, you can just install Mountain Lion.
Just a thought, if all you do is webpage authoring and want to run Apache, its all still there like 10.7. You can run it without the Server.app just fine, but you don't get all the features of Server. Works for me.
