I have a simple task but I cannot seemed to figure how to do it.
How do I make a colored rectangle frame around the still picture or video ? Where is this Effects located ?

You could use the Shapes generator and deselect the Fill colour.
Then resize and reshape it to fit around your picture.

There is also a border effect in the effects browser.
Or Effects>Stylize>Frame
Contains a dozen different styles.
You can use the Transform controls to resize and reposition it etc.

I was puzzled how come this effect has dissapeared. I remembered doing it before but my brain was a bit messed up. I keep on thinking the effects name is frame thus I keep typing frame & couldn't find it.
So, the keyword is Border !

I seem to recollect in the olden days, FCE and FCP had a Frames generator or effect.
