Hi there,

 

I have a simple task but I cannot seemed to figure how to do it.

 

How do I make a colored rectangle frame around the still picture or video ? Where is this Effects located ?

There is also a border effect in the effects browser.

You could use the Shapes generator and deselect the Fill colour.

 

Then resize and reshape it to fit around your picture.

Or Effects>Stylize>Frame

 

Contains a dozen different styles.

 

You can use the Transform controls to resize and reposition it etc.
