Press Command + Option + Esc on your keyboard to "force quit" Safari.
You can also "'force quit" apps from your Apple menu > Force Quit
Or by using the Activity Monitor located in HD > Applications > Utilities
Once you force quit, you shouldn't have to force quit the next time you launch Safari.

I have good news and bad news. Or maybe just news: Safari blocked shutdown only until it stopped opening at all. Safari 6 didn't shut down and gave me a spinning wheel that blocked access to force quit under the Apple and delayed (sometimes for an hour) the force quit box you can get with option-command-escape. Then Apple sent me the upgrade for Lion 7.4 and Safari died entirely.
I suspect the best option will be to go to Mountain Lion but am still working the issues. Good luck.
Upgrading to Mountain Lion did not solve the problem with Safari locking up and refusing to shut down.

On Mountain Lion i always get "Application Parallel Desktop canceled restart". While getting this message i see Parallels suspending. If i click restart again it works, which is silly.
On Lion i only have to click restart once, and after Parallels get's suspended osx does what it is supposed to.
Thanks for the advice, Carolyn. CMD+OPT+ESC worked for me. I was afraid I was going to have to figure out how to remove the battery from my MacBook Pro. In my case, the computer was running fine, but no window was visible in Safari, most of the Safari menu choices including quit Safari were greyed-out, and trying to shut down the computer with either the Apple menu or the power button was blocked by Safari. Your key combination did the trick.
