I'm having the issue installiung a .mpkg file - it's an App from Pantone.
The message says "Your security preferences allow installation of only apps from the Mac Store and identified developers"
I went into the "get info" and made sure that "Installer" was selected under "Open With:" but that didn't fix it.

By default Apple has changed the security settings to only allow installation of apps from the Mac App Store and identified developers. To change this permanently or temporarily go to System Preferences > Security & Privacy. On the General Tab click the little lock in the lower left corner to unlock the general preference pane.
Oh boy, here we go! Gatecreeper. And that comes checked like that by default. 😠
Yeah, & it's likely no safer than the old way, just revenue for Apple! 😟
And I just got the same message for an app I downloaded from the Apple site: DYNdns updater.app. What a crock.
Indeed, Computers & SW of your own is close to being dead. 😟

Easiest thing to do is Right-Click on the package and choose the Open menu item. This will still challenge you with an "Are you sure?" dialog but it at least allows you to acknowledge what you're doing and launch the package installer without changing your Security & Privacy settings in System Preferences.

Open the package content.
Contents > Packages> *.pkg
Copy or drag the pkg file to any destination. There you go.
