Ipad 10/10 volume hears like 6/10.

When i use some app that requires sound and then another the second sounds lower at same (max) setting and then when i close the first app then a boost in sound is heard. Sometimes when i watch youtube i realise i am at maxim (10/10 volume.) but the actual intesity of the sound is like 6/10. Then, what i do is go to settings click sounds and then change the vol. settings for alerts and then when coming back to youtube the sound hears like a 10/10 as it actually is. Hope i explained well.
