If the iPhone is under warranty and it is determined the iPhone needs to be exchanged under warranty, the exchange is done that day at an Apple store or the exchange is shipped via overnight delivery to your door.
If you are unable to activate cellular data, more than likely this is not an iPhone problem. This is a problem with your carrier that your carrier can address on their end.
