could not sign in apple ID couldn't be created because of a server error.

I just spent a week with an applecare T2 trying to figure this out, but we finally did!

It turns out that (at least in my case) I had to go to http://appleid.apple.com and re-enter my password security questions and birthday. Once I did this and tried to restore, everything worked as expected.

I should explain that, in my case, as soon as I entered my apple ID and password after choosing to restore from icloud, it would ask for my birthday and to fill out one security question. Once I did the security stuff, it no longer asked for these on the phone.

I had this problem too, then I tried re-entering my Apple ID as if it were case sensitive and that seemed to work. In ever other instance that I have encountered Apple ID's haven't been case sensitive, but is it possible that they are here?

I got this error when setting up a new iMac. I now beleive the reason was that I had already restored accounts and files from a Time Machine backup, and it then connected me to the Apple ID during the login. It is a flaw in the setup process that it didn't check for that and skip the Apple ID step.

Had this problem too. I tried to restore my data on both ios 9.2 and 9.3 but always got this error message. Sometimes I can't start the restoring, something it stopped midway and told me that I am no longer connected, which is obviously not true. Then I signed in again to restart restoring but could not. These has to be some problem with iCloud server itself.

It has been several years and you developing team is still not able to take actions on this. Please do something as soon as possible to leave less of us disappointed;, apple.
