Q: How do I get a call a for my friend

The iPod touch is not a phone. If you want to call someone, you'll need to use a third-party service such as Skype, or a messaging service such as Apple's iMessages or one of the SMS apps available in the iTunes Store. All of those services require that your iPod has a WiFi connection to the Internet.
