Play sound in Mail doesn't stick

I have a rule that plays a sound for every message, actually a short aiff file. The file plays fine when defined in rules. However, when stopping and restarting Mail, the play sound is back to the default "New message sound". I have tried repairing permissions to no avail. This happens on an iMac but not a MacPro.

Any ideas on how to resolve this?
