My Icloud photos won't upload.

I've followed all instructions and have placed photos in the upload folder of Photo Stream with Iclou signed in and the pictures have not moved in 48 hours. All IOS devices are logged on to the same Icloud account and have Photo Stream turned on.

I did this a few days ago and it worked. I wanted to change the photos in the photo stream folder so I reset the photo stram (cleared the Icloud) and hen put a new selection of photos in the upload folder and waited...and waited. I've deleted all the photos from the IOS photo stream folders too There's no way to force an upload that I can see...
