what does it mean when the phone needs to activate

my phone has been acting weird. its been saying it needs to activate. i use wi fi cause it asks me to and then it just sayshat it could not be activated. i dont have cell service....i plug it into my itunes and i cant even see my phone number appear....my apps on my phone dont show up...along with my actual phone
