The direct download works, anyway.

I believe http://www.apple.com/safari/download/ is the URL, but if you go to that address, you will redirected back to http://www.apple.com/safari/.

The reason you're being redirected is because Safari is no longer developed for Windows. If you need a browser, you should download Firefox. Don't go to the Internet Archive and try and find a version of the site that will provide you with a link. As Safari is no longer being developed, it is a massive security hazard. Just don't bother.
