Ive done the following but it still wont charge nor turn on, HELP?

I bought an iPod shuffle for my mom, who likes to listen to music. When we got home we took it all out of the box and followed the instructions step-by-step.

Although, once we had everything set up, charger etc. the iPod wouldn't turn on nor charge up? Im pretty confused as its new and have tryed everything to get it working, HELP?
