How do I remove icons from the dock?

I cannot drag anything off of the dock without pressing command to drag it off. Once I press command to drag it to remove it, I cannot remove it still. I have tried moving it farther away from the dock and faster, also tried putting it in the trash bin, however, it says "Trash" not remove from the dock and it snaps back to dock.

Also, there is no option to remove or keep in dock when I right click and go to options.

I also cannot move icons around on the dock.

Basically, my dock cannot be edited at all.

Please help!

Drag them about half way up the screen and wait about 5 seconds before you release.
