If someone has my iPhone mobile number, can they track where my iPhone is located?
Or do they need to know the serial number and my account pass words?

would need your password, or to install 3rd party software on your device
Phone number is enough usually. Unless you're talking CIA/DIA tracking.

Unless the work for the CIA, MI6, Interpol or the KGB, they can't.
You might also consider changing the locks on your doors, and generally not letting "unsavoury individuals" near your phone.
Well, phone = phone number. It's giving off signals via the SIM chip that can be tracked by anyone with the right equipment. I've seen all the Mission Impossible movies, so I know how these things work.

They have not had access to the phone, on the mobile number - I'm in the United Kingdom, so am thinking it is only police who could track
