If you mean on the title bar, it is not an existing option.
On iPhone: settings general usage toggle battery percentage as on.
On iTouch: Your device won't display it but there is a way to get around this!

Triple click home, toggle voice over
Then when you want to know the percentage triple click and tap the battery icon. Simples! The man then reads the exact percentage!
please help! after i triple clicked home, i can't turn off the man! he reads everything i click! and my ipod is seriously lagging now

theres a way to find out how much battery life their is left

But i think it is only for 5th generation
Triple-click home is a toggle.
Next time, you can leave "triple-click home" set to "VoiceOver", and just triple-click the home button again, to turn VoiceOver off.
I think it is for iOS 6 or 5 i think, so is not just for 5g
Download a program called iBackupBot
on ios 6 and below:
go to your backup, go to rootdomain, library, preferences, com.apple.springboard.plist
open it up, hit cancel to bypass serial number
under <dict> type in:
<key>SBShowBatteryLevel</key>
<true/>
on iOs 7:
go to your backup, homedomain, library, preferences, com.apple.springboard.plist and do the same thing you did with ios 6 an under
Everytime I try to add the battery percentage to my ipod touch 5 running on ios 7.0.4 using your instructions it doesn't work. Any help?

It worked fine with me, so I don't know what to tell you.
After saving the file com.apple.springboard.plist in iBackupBot, just go to iTunes and restore your ipod touch with the backup which you used for editing the file. Its done and after restarting, you can see the battery percentage.
It worked for me on ipod touch 5G with iOS 7.0.4
Sorry to break the news but unfortunately the ipod touch doesn't have a battery percentage feature.
