The fans run continuously. You should not nor need to tamper with their operation. Turning them off would result in serious heat damage to the computer.
I dont want to turn them off, just i want to speed them up when my macbook gets hot
You MBP has temperature sensors that 'let it know' when to kick the fans in - when it heats up. Use the free iStat Pro widget to see your fan speeds, temps, etc.

Your temps are good - fans are a little high: should be between about 2,000-2,500rpms but it all depends on what you're actually doing.

Those fan speeds look to be high for the temperatures. I would expect them to be running at approximately their default speed of 2000 RPM for those temperatures. (unless the default speed for the Retina model is higher)
I just found out I hadnt fully uninstalled my fan controller, so I thought the computer was controlling it, but the settings were still there from the controller.They are now down to 2000 RPM
Just where they should be - there are one or two hack apps that will let you 'control' the fans but I wouldn't try them.
