I purchased a mid 2010 macbook pro with snow leopard. It came with both the snow leopard install dvd along with the applications install disc. I have seen many posts on here regarding this issue, however I would like a definitive answer before I proceed with this clean install. After I do the clean instal on my new HDD to Mountain Lion can I use the Applications Install Disc to reload iLife09 Apps back onto my Macbook Pro??

You should be able to insert your install disc (you likey received one or two) after you install Mountain Lion and just choose to install the supplemental software. I haven't done this since I prepared a MBP for sale, but I do believe that is an option.
I'll just bump this so that someone that knows for certain can answer.

No as far as I know.
However you can extract them from the 10.6 disks using Pacifist from CharlesSoft and use Software Update to get them current.
