iPad app stor issue: some clarifications

Some information around the current app store issue we seem to be experiencing with iPad:

1. The appears to effect ONLY the visibility of apps in the purchased tab
2. You can still download new apps
3. You can still download updates
4. You can still redownload previously purchased apps, but will need to locate them in the app store.
