I want to set-up facetime on my 2 daughters' iTouches. We also have a Mac and iPad in the family and all 4 devices use the same account for the iTunes store. I do not want to create email accounts for my daughters. What are my options for creating facetime accounts on the 2 iTouches?

To FaceTime (or Message) between two devices each needs a individual Receive At email address.

You can't. There is not way to prevent anyone (who has FaceTime on their dvice) from FaceTiming her. There is no way to control who she can FaceTime.
