Subscript and superscript at the same time in Pages?

I want to basically put a number under another using the subscript and superscript properties. Is this possible at all?

No, for that you need to use Math Type or MathMagic. If you buy MathType it will have an option in Pages in the Insert menu.

Or use Grapher in the Utilities folder inside your Applications folder.

Create your formula in Grapher and Copy/Paste it into Pages.
