Is it possible yo use GPS without Wifi and cellular data?
Yep, it will just be slower, but the map data needs to be locally stored on your phone. The built in Maps app requires a data connection.

In fact today in May 2015 there is an applet from Nokia for free. It is called HERE. It allows to download maps into the phone to be used afterwards offline. This is an advanced system of mapping of more than 150 countries - just have enough space on you device to store it. It is using turn by turn voicing. It also has walking directions inside huge buildings! You have to create a free Nokia account and download your maps while having free high speed WiFi. Then you'll be able to use your device as real GPS with no internet connection - just satellite connection.
By the way it works wonderfully besides of iOS on Android and Windows phone.
The only one drawback - poor demarcation of lanes on highways.
