About 9% of the music in my ITunes Library has uploaded into ICloud and less than 3% of my photos have uploaded into ICLoud (Photo Stream is enabled in ICloud). I have double checked the ICloud control panel to ensure that it is turned on and made sure that automatic downloads for music, apps and books are enabled.

I'm not sure why the balnce of my ITunes Library and Photo's are not uploading to ICloud.

iCloud is not really made for backing up your data. It is more for making your data accessible on all your devices. Unless you pay for iTunes Match only your iTunes purchases are accessible for downloading again.

Photo Stream only contains recent photos you have taken with your iPhone, touch or iPad, again making them accessible on your other devices including a Mac and Apple TV. It does not "back up" your photo library. Photos do not stay on Photo Stream for ever either. It is limited to 1000 photos and can erase older photos after 30 days, although I have yet to see it erase any. What it is good for is to allow you to view them on other devices for a small period of time and save them to your iPhoto Library on your Mac with out connecting your iPhone (not sure how it works on Windows).

Setting automatic downloads will cause iTunes purchases to download to your computer if you bought it on your iPad or iPhone. It is handy to ensure your recent purchases are always accessible to other devices with out having to sync everything with iTunes. Even though you can re-download most iTunes purchases some purchases can not depending on the content or where you live. Auto-download allows you to ensure you have a copy in your iTunes Library which can be properly backed up to a external USB drive at home.
