Windows 7 won't recognize my iPhone 4 to sync, doesn't appear in iTunes. No trouble syncing iPod touch.

PS I have gone through the standard fixes. Restart iPhone, restart computer, uninstall and reinstall iTunes. I didn't think partial boot up would help since iPod touch was OK.
Had a big revelation:
Both windows 7, itunes, and battery chargers would not recognize my iphone 4s.
Did a restore operation (which wipes out everything)
Now itunes and battery chargers work fine, but windows won't recognize it.
took a picture, then plugged in phone to my pc usb, and it came up just fine.
(This is my thought: the only thing you see on a pc anyway when you plug into the usb is the .jpg picture files. So, I'm guessing when there are no pics on the phone, then there is nothing that the windows enviornment can actually see. Therefore, there would be no reason for the phone to create windows format types of folders and files to simply to show you nothing. -- We sometimes forget Apple is a whole different operating system.)
Try doing a restore (by holding down home key while plugging into your pc usb) then take a picture.
