Cannot tell your location but it may be that Maestro from some countries is not accepted. My edit payment button shows Maestro as an option in the UK.
Buy iTunes Gift and pay it at PayPal. PayPal accept Maestro.
That makes no sense. Those are each three possible payment methods in the iTunes/Mac App Stores. Why would anyone need to intertwine them?
