Talk to the supported carriers the provide coverage in your area and find out what their offerings are.

I'd recommend you go with whomever provides the best coverage in your area rather than who provides the cheapest option. Not much point in paying for service if the coverage is garbage.

There is no way in the US you can get a plan for the iPhone for under $20/month. $60 is probably the cheapest you can get. Get an iPod Touch and use it just on WiFi.
