MS-DOS Fat is missing from Disk Utility format tab.

In disc utility I am trying to partition 16 gigs of my hard drive to MS-DOS (fat) so I can save my xbox games on my external but when I click the format tab MS-DOS (fat) is not listed. Any help would be appreciated.
