unable to load safari, spinning ball-freezes

have 3 user to this computer 2 work fine but the one used the most will not load pages on safari. because of this I cannot change any safari preferences empty cache, or reset safari. can use with firefox but would rather fix this and use what I'm used to, with all my bookmarks, please HELP me. I know its old, but can't really afford a new computer and this one is upgraded as far is it can go
