Mission Control / Launchpad Interface Disappears

When i use two users logged in the same time - one of them has issues with interface.

• Mission Control is without any graphics, it's completly transparent and doesn't view any desktops (the upper section is invisible)
• Launchpad is working but it's dimmed - looks like it's locked on a lower brightnes value.

Is this related to some memory issues?
