If I restore from a Time Machine backup will it act like a migration (and give me a clean reinstall of Mountain Lion)?

Genius Bar suggested that I reinstall Mountain Lion, and that after I do this restore from a Time Machine Backup to get rid of some graphics glitches in my system. I just thought restoring from a Time Machine backup would bring whatever junk is in my system files back over? Or is restoring from a TM backup like a migration?

MacBook Pro, OS X Mountain Lion, Time Machine

Depends on how you do it.

If you do a full system restore, per Time Machine - Frequently Asked Question #14, that will bring back everything.

But if you erase your internal HD and install OSX, when it restarts, Setup Assistant will ask if you want to transfer your stuff. If you leave all the boxes checked, that will bring over everything except OSX. See Using Setup Assistant on Mountain Lion or Lion.
