How do you get rid of this Emergency Call screen ?

I tried to download ios4 to my 3g iphone and afterwards I now have a screen that says "Emergency call" in several languages. How do I get rid of this and reset my phone ? I'm afraid I've lost everything that was on there, but I can't even use the phone as it is now. Help !!!
