Can you use iCloud to save iPhotos to the cloud? When I sign in to iCloud, I just see a few basic apps, no iPhotos.

The photos that are in iCloud are each in your "Photo Stream". If you have iPhoto '11 (version 9.x) and it's up-to-date then you should be able to see the Photo Stream as an option. If you have Aperture 3 and it's up-to-date then you should be able to see the Photo Stream as an option. If you have an iPod touch, iPhone or iPad you can use Settings > iCould to enable the Photo Stream which will then appear in the Photos.app.

I'm having the same issue. I've made sure My Photo Stream is activated, but still no iPhotos app on iCloud.
If you're referring to the iCloud.com website for you account there are no photos there. Photop Stream is only for syncing photos between iOS devices and Macs.
