Why won't my phone send photos to twitter from the photo library or instagram?

My phone isnt sending photos to twitter from the photo library or from instagram. It says it cannot connect to twitter. I have tried everything I can think of.. deleting the apps, changing all connection settings and restoring my phone. Please help!!!
