I know that you can limit time and log off your Mac through parent contols but can you automatically shut down an ipod as well?

No there is not well that I know of

Nope. You can set up your home router to set access times for an individual device, but there is no way to set an On/Off timer on the iPod.
There is another way, but I'd wager you don't want to hear it....
