I use iWeb on MOuntain Lion without problems, posting to FTP.

MObileMe functionality is, of course, dead.

I don't think Apple is supporting iWeb, if that is what you are asking.

YOu might get support on it via Apple Care, but as far as updates and improvements, the app is dead in the water.

iWeb '09 (3.0.4) you can publish to an FTP Server or a local folder. ( With the built in FTP in iWeb you will end up with an address like "www.YourDomain.com/sitename/Home.html )

iWeb '08 you can publish your website to a local folder

When publishing to a local folder you will then need to upload your site to the new web host with a FTP application like CyberDuck.

Some people are reporting problems when using iWeb '08 with Mountain Lion and I haven't yet seen a solution. You can still get the iLife '09 or '11 disk from Amazon.

One advantage of upgrading is that you can upload with the iWeb FTP...

iWeb is not being supported at all by Apple so you may want to consider alternative software.
