Create iTune and App Store Account without credit card

    1. Go to App Store and select a free app

    2. Tap INSTALL APP

    3. Create New Apple ID

    4. Confirm Your Country

    5. Agree with Terms and Conditions

    6. Fill in your Apple ID and Password (must be a valid email address)

    7. Create and answer your secret question

    8. Select NONE for Payment Method

    9. Fill in Billing Address

    10. Submit application for new Apple ID

    11. Wait for verification email

    12. When email arrive, verify your account

I believe you will have to supply a valid payment method and billing address. Follow these INSTRUCTIONS. Note though that you are not charged and you will have to enter your Apple ID password in order to make any purchases.

    EDIT

Diavonex says that NONE is an option that is allowed. If so, then it appears as if you are good to go.

Diavonex has provided you with great instructions but I want to emphasize several points.

You MUST start the process by trying to download a free app first as Diabonex has described.

But the bigger thing to remember before you even do that is to SIGN OUT of any Apple ID that you might be currently using on the device. You cannot create a new ID for a non credit card account while you are signed into another Apple ID. So the very first thing to do is got to Setting>Store>Apple ID and sign out.

Bear in mind that you still must provide a valid email address as well in order to create the ID. You may even want to create a generic email address in your Parks and recreation department that you can use for this Apple ID only. You will not be able to use any email address that is already associated with another Apple ID.

Pardon me Demo, I created my second Apple ID without signing out of my current ID. You only sign out when you want to use the account without credit card.

    Diavonex....

I will certainly defer to your knowledge on this subject since you have created an Apple ID without a credt card. But I can only tell you that if I follow the steps in the article - and I mean the steps to create a New Apple ID without a credit card, there is no way for me to download the free app and get the window to pop up asking me to create an Apple ID because I'm already signed in.

If I am already signed into my own ID and I try to download a free app - which is the first step in the process - it will defer to my current Apple ID - because I'm already signed into my own account. What I'm saying is, if you are already signed into an Apple ID and you try to download a free app - that just brings up the dialog box requesting my password - because I'm already signed in.

So what I'm saying is, it is impossible for me to create a new account while already signed into my own account. I have no idea how you did it. I have to sign out of my account first. How can you possibly create a new ID while signed into another ID already?

You won't be allow to download any apps until you have verified your new Apple ID.

What I am saying is that if you are already signed into an account on the device - how can you possibly create a new ID - on that same device without signing out of the account that you are already in.

There is no "create an Apple ID" setting on the iPad. You have to go to Settings>Store>sign in. If you are already signed in you will have to sign out of that account in order to create a new Apple ID

If I tap on a free app in the app store -  my Apple ID pops up on the screen. I'm already signed in. I have to sign out if I want to create a new ID

Its late here and close to my beddie-bye time and I'm tired.... but I'd sure like to know how you created a second Apple ID while signed into your current ID. Where do you do that on the iPad?

You can create a new Apple ID (while sign-in to your current account) but you'll have to:

    1. Wait for the verification email from Apple

    2. Verify your account using the email from Apple

    3. It's only after you have receive the confirmation from Apple before you can purchase your 1st app with the new account.

Note: The approval is not immediate

See step 10 and 11 in my above post.

There is a time gap (my Hotmail took about 1 hour) before you receive the verification email from Apple

You are missing my point, where do you start? What is the first step?

    I started with:

    1. Go to App Store and select a free app.

Note: During the whole application process, you will not be allow to buy/ download anything.

Never mind. There is obviously a language or communication problems here. This isn't going to work.

If I try to install a free app all I have to do is enter my password because I am already signed into my account. No window pops up asking me to use an existing account or create a new account because I am already signed into my account. The only way that I can get that option - the one that you show in the third step is by signing out of my account.

You have to sign out of the account that you are in in order to create a new account. There is no other way to do it. At least that's how it works here in the U.S. maybe it works differently in Singapore.

My deepest and most sincere apologies to the OP. I was only trying to clarify a few points, apparently I am wrong.
