Q: Hello.  We have recently purchased 2 ipads for community use in parks.  Is there any way that I can set up another itunes account without a credit card?

During the creation of this new Apple ID a little window will pop up to allow you to select "Create New Apple ID".

Demo, try creating a new Apple ID yourself; by the time you reached Step 3 you'll see the option.

You don't have to go thru' the whole process.

Pardon my inability to make myself any clearer.

I HIGHLY suggest you do NOT create any iTunes accounts for use on these iPads by anyone other than yourself.

You should set up provisioning profiles on the iPads which will allow only certain things to be done on them.

Your IT department should be able to easily do it using the Apple Configurator.
