Doublechecking. Are you starting Windows in Safe mode, or iTunes in Safe mode? (These are two different things.)

Aug 8, 2012 6:02 PM in response to b noirby julie_p,I started windows in safe mode then i double clicked on itunes while holding the shift and control key it told me itunes was in safe mode. followed everything to chek if anything was wrong and then restarted my pc in normal mode and itunes wont launh

Okay ... so you started Windows in safe mode and then started iTunes in safe mode.
Restart Windows in normal mode, and then try launching just iTunes in safe mode. What happens then?
(Trying to work out which of the safe modes you've been applyingis having an impact on iTunes launch.)

Aug 8, 2012 7:18 PM in response to b noirby julie_p,and then nothing. it wont start at all. it looks like it process it and then no window pops up . i tunes does appear in the task manager in the processis tab but no where else.
