Why can't I send message to all devices from iPad when I can using iPhone? I'm confused! Why is iPad messaging restricted to other apple devices but iPhone can text to all? Or am I just doing something wrong?

It sounds like you have a WiFi only iPad. (I'm assuming you're in the U.S.)
Your iPhone can send text messages using your cell phone carrier. Your iPad cannot. So your iPad is limited to sending iMessages. iMessages can only be received by Apple devices, and only when they're on WiFi.

Thank you! I actually do have the ability to use AT&T as my carrier on iPad, but didn't see the need until now. I suspected this might be the problem! Thank you for filling me in.
